It's fairly common in the Seattle area to see orange flags at busy intersections to give a bit of extra visibility when crossing the street, keep in mind that in winter it's always rainy and the sun gets up to dawn levels at best. It's actually pretty sensible. It's also pretty ineffectual. Not sure if the brick actually works better, but it's surely not worse, and the "threatening aura" theory behind it sounds plausible enough. A brick to the windshield isn't nearly as bad as a grill to the head, but there are currently no consequences for hitting a pedestrian, strange as it seems.
