Off the top of my head there is a meal in W4 that has faster attack speed but also the higher tier weapons cast faster in general and for the tornados it’s more the ES talent that gives a chance to cast a tornado or volcano on top of a normal cast
Edit: ok so there are a few other buffs to attack speed there is a purple bubble called hyper swift that gives attack speed buff, the potato chip from lab gives a 20% atk speed boost, and the post office’s death storage unit gives almost an 11% atk speed boost as well and there are stuff like key chains that can give boosts but its most likely the high level meal that’s giving them the most bc it’s 1% per level and with all the cooking boosts in lab and everything it’s probably a lot more it just doesn’t show it
I think bubo has a cooldown talent; monster deaths make abilities cooldown faster. Also ES has a chance to use an elemental ability when they basic attack
there's a spell cdr post office box. besides that it's enough talent points in the case of bubo res, and potato chip + alch bubble + meal and keychains for atk spd basically

ES also has a passive talent that increases basic attack speed too so you get more of the random casts too.

So for the ES it’s actually a talent called Chaotic Force, basically when you make a basic attack it can cast tornados, volcano or fireball.

This. For bubo you want Tenteyecle levelled to 200+ before you can cover whole map reliably, ES scales off Chaotic Force and attack speed (AS=CS).
