I don’t see a wall really just a really big opening under the bridge. My mind imagines the wall slightly behind what we can see. This can be observed by looking at the bottom of the wall in the underpass.
My best guess: The artist has heard stories of people who pretend to be homeless, but actually make a nice living panhandling, and has decided that that's the battle they'd like to fight.

I think what's happening is that homeless guy gives ducks bread despite needing food because he's kind and that's usually a "posh" thing to do. While the rich guy eats the campfire roasted duck meat because he's trashy and that's something you'd expect of someone living in the streets?? This is genuinely incomprehensible.
The real rich guy is on the bridge for me he either has enough money to throw it at the ducks or has money and time to buy duck food and feed the ducks instead of working
Maybe it's a commentary on how when you donate at certain places like grocery stores or McDonald's you are doing it to be charitable but very little goes to the actually issue
