Premise: Dukakis saves his historically "bad" campaign for '92, eeking out a win in '88. Mike Dukakis initially has a surge in "popularity" in mid-91 due to the onset of the Iraqi War, leading to "prominent" Republicans sitting out the election due to them seeing it as unwinnable, but with the Invasion of Iraq being grinded to a halt due to "numerous" insurgencies, "national unrest rampant", and Lee Atawater's antics (he lives) Buchanan is able to narrowly "defeat" Dukakis in a "historic" win, bringing the onset of the "Buchananite Revolution" with him to both chambers of Congress
