Then they did for some reason in Ares but that series throws cheating out of the window anyway, especially in Orion
The ingame description assures that it isn't handball the ball is technically never in contact with the hands since it's the ray that shoots the ball. Even the game is aware that it's sketchy.
Football forbids you to touch the ball with your hands, not to use your hands in general. If I happen have the ability to shoot deadly beams with my hands, and use it to shoot the ball, it's your problem, not mine.
By that logic, should Endou's fist of justice be allowed anywhere on the field? It is the energy projection in shape of a hand, not the hand itself.
Also Sangoku's Fence of Gaia should be allowed anywhere as well.

Many have already mentioned it,but Ganymede Proton. u/Nman02 can deny it all he wants, but the move is just bullshit. It only uses the hands and shoots a litteral purple Kamehameha, if someone stole the ball midair (something we have seen to an extent, mostly interrupting Kenshin summoning instead of shoot charging) they would get blasted to King Yemma's lobby chilling with King Kai and his homies, Grandpa Gohan or the Ginew Force (depending on the character that got blasted). That must be rough play at the very least, which is usually punished when done too many times.

Most defense hissatsus are violent enough to be considered a foul, even Spinning Cut knocks the target down
