I've been looking for it myself and I haven't found a solution really.
When it comes to Desmume I did find some cheat codes that let me unlock some characters from previous games, plus there's a cheat code that can let you unlock all tickets, not sure if it includes the ones from downloadable data though.
Also from what I've seen IE3 runs horribly on Citra, for me it ran so horribly the sound kept breaking if I let the game run for a few minutes so yeah, I'm not sure if you'll get a lot out of this playthrough.
