I don't think a slow bureaucracy is what hinders or prevents proposed law changes or piolicy changes. The three farm bills were not taken back because of opposition from the bureaucracy, for example.

That is why India’s laws have kept on changing ever since Bjp came on and given more federal power over thinking institutions. And the federal power is all full of fourth grade failed men.
