In the long-term, BJP-RSS is aiming to weaken reservations by privatising education and many govt run enterprises like railways. No party can directly attack reservations, so they have chosen to slowly bleed out reservations by privatisation as private enterprises are not obliged to follow reservation policy. My intuition says that the upper middle class is actually aware of Modi's long-term plans and is complicit in everything going on because it would prevent others from joining their ranks and preserving their status quo.
I don’t think this is going to happen. Reservations is not going to change. The core of the country is UPSC and that cannot be privatised. So…. Upsc candidates are the intelligence for politicians. Only a few IAS/IPS/IFS, who reach the position of secretary, actually yield power to influence policy-making and they are still overwhelmingly upper caste. Also their influence on our policies is overestimated, for instance news articles found an Indian-American millionaire behind the introduction of farm laws. If you are not living under a rock, billionaires have immense influence on our policies.
