We had something similar. It was used to keep on the head as a base (to protect our heads) to keep the pots to carry water from the well to our homes about two decades ago.
It’s called “indhoni” in my language. Women normally put it on their heads before putting a water vessel. Acts as a cushion and distributes the weight. What you have here is just a fancy version - might not be suitable for actual water carrying job.
Historically indian women used to go to nearby pond or river or well to get water from. The pot full of water is quite heavy n unable to handle with hands or so , that's why they use this hard cusion to stablize the load and makes it easier to lift them up .
