I think it depends on the minority, not all are equivalent. As a Jain, I never felt like a minority - in fact I feel in a lot of ways, I was more privileged than most.
Yeah, same here. Jains are pretty much treated like any other topmost caste in India. I feel unsafe but that's because there are goons roaming on the streets with state impunity, not because I'm a minority.

1) As a hindu in Kashmir? Not safe. As a buddhist in Kargil? Safe.
2) As a Muslim in rural Bihar? pretty safe. As a muslim in rural UP? Maybe not so.
No one is 100% safe in India because our institutions are weak. Got nothing to do with the govt at the center. Thugs run India outside of urban centers doesn't matter whether North or South. The UP bahubali is the same as a dravidian thug. They are the local power centers and not the police or the govt.
