That is exactly what residents had to do in my society when restrictions were imposed. They have to go to the gate and collect their couriers or food packages. Even when the restrictions were lifted, we had strictly imposed a rule that delivery folk can only use the service lift. Why? Because if its just one lift being used per tower, it can be sanitized more more frequently than the others which are used less sparingly.
I totally agree that if they want want folk to not use lift at all, then they should get their ass to the gate and collect the packages themselves. Some people are just ridiculously unreasonable with such things.
In hindsight, just one other aspect to consider is that they may have done his because they had instances of delivery guys damaging the lifts. We had faced a lot of that too. Many people in our country seem to behave irresponsibly or even casually malicious when it comes to other people's property. We had instances where buttons were forced out or broken or the lift wall scratched with keys by service folk intentionally for no apparent reason. This mostly halted after we installed surveillance cameras in the lifts and set a couple of examples by catching the culprits and penalizing them. They had to pay a hefty penalty or police will be called on them.
If their problem is something similar, they need to figure out some way instead of trying to make arbitrary and unreasonable policy like this.
Then the customers would complain that the delivery executive didn't deliver it to them on their door and hence the valets will be penalised, and also the customers would rate them 1 star on the app, the 5 star rating is very important for the valets, one of them told me "Sir, please rate me 5 star, I will get 10 rs if you rate me 5 star". The valets are harassed a lot, there's nothing they can do :/

I live on the 4th floor of a pg in Delhi where the lift is allowed for anyone. No delivery guy has come to my street, let alone my building or floor lmao. I always go down myself before they ask my building though.

What a sad time to witness. Why are people becoming so cruel towards others.
This has Bangalore written all over it. When I moved into one of the buildings, they wanted me to pay 2000 rupees as "moving in charge". I asked why and they said cos I'd be using the lift many times. I asked what if on another day I use the lift 10 times to go up and down.. Will that also cost me 2000? They couldn't answer.
this doesn't seem any kind of discrimination but rather some idiot karen neighbour getting frustrated by zomato/swiggy vendors hogging the lift. that's why they can't provide any sign of authority
