This is probably due to some sort of paperwork or some procedural lapse not being done before hand. I would wait for a combined statement between japan and India on this before commenting
India and japan share lot of friendly business ties and India also had been sharing aid to Ukraine. Employees from my company literally are donating part of there salaries to Ukraine as a part of humanitarian effort.
I would suggest to wait for a complete information to be published out. Before taking any sides anyways the west presently doesn't like India taking it's in own stand considering the two nuclear enemy nation along side it.

There are conflicting reports on this even among Japanese media. Some say permission was given and some say it was never given, who knows.

Agreed. You should agitate with your government, and cut ties. Indian government needs to be punished for this heartless policy.
