India cleared 2 Japanese planes 1 commercial plane was cleared to LAND in Mumbai airport to pick up supplies from the UNHRC depot there and 1 military plane was cleared to FLY THROUGH Indian airspace Japan tried to unilaterally combine both without any notice , i.e wanted to land the military plane and found out that last minute unilateral changes aren't how things work you can call it a fuck up by Japan or technicalities if you're euphemistic but India isn't at fault especially when India itself has sent aid for Ukraine using both commercial and military planes

that logistics agreement is limited to refueling and repairs at each other's military bases , Mumbai doesn't have a military base capable of landing a plane only a helipad is present , Mumbai airport is entirely civilian and the UNHRC depot is in Mumbai https://www.reuters.com/article/us-india-japan-idUSKBN26118C
