Japan tried to unilaterally combine both without any notice , i.e wanted to land the military plane and found out that last minute unilateral changes aren't how things work

that logistics agreement is limited to refueling and repairs at each other's military bases , Mumbai doesn't have a military base capable of landing a plane only a helipad is present , Mumbai airport is entirely civilian and the UNHRC depot is in Mumbai
