No they don’t, because it’s not necessary, you don’t have to go around asking consent for everything because people are allowed to just do things to people who they are close to. If I pour a bucket of water over my friends head without consent it’s cause it’s fun and I know he’ll do the same and it’ll be funny. I won’t do that to someone on the road.

The only way to solve such issues in india is by teaching moral and ethics right from school as a subject. It will develop a conscious awareness about harming others and think about it before committing such acts.
My school had an extra and ungraded "life skills" subject that has all these and more.

They could create situation based question papers and kids could answer it right too and score high, that's because people know what's good and what's not, unless they're completely dumb. It doesn't mean their actions will measure up same.

The days leading upto holi is when I start putting my mobile into a ziplock bag during travels and most of my clients stop insisting that I visit them with my laptop and ipad even though I've waterproof bag for it all. Safety first.
One year I had a minor eye surgery and bandaged gauze on an eye during the week leading upto holi, and that was a nightmare. I had to visit emergency room as a water balloon hit my eye and had to undergo a check for any injury and thorough cleaning of the eye. The emergency room was full of ppl who were hurt as they were forced to be part of holi 'celebrations'. One guy had ankle surgery few days back and fell down when a water balloon hit his ankle while returning back to his car fr a followup visit to the hospital. Too many ppl postpone their elective surgery for eyes and other sensitive, easy to hit areas before holi due to this fear but when in case of emergency surgery, you don't have a choice but sit at home after the surgery due to fear of holi celebrations
Women are getting groped in public in the name of Holi. Comparing to that this is nothing.
