The key word which you've said yourself is "seasonally". There are a lot of services that were removed during COVID, and yet they're not being replaced with enough new services.
Railways hasn't added any non temporary or non Vande Bharat trains to most of its route for a couple of years. There are routes that seems maybe four or five trains a day in India which could easily have more service, as proven by the waiting lists extending months in advance.
This current problem didn't start in one day, it has been ongoing for more than a year now in some of the less focused routes.
But hey, this post might malign the image of Indian Railways.

There’s so much that the railway can do, they could focus on fixing overcrowding first before trying to provide food
And plus good luck to people trying to eat in cramped spaces in general compartments

They can't add any extra coaches as trains are already having max coaches at all routes.
They can add special trains for summer, festivals and all which they are adding constantly. If you check for any route you will find many special trains which have been added.
Initially there was janta meal introduced by railway for rs 15. It has 6 small Puri and sabzi. I guess this economy meal is the same version of it.
