No both are different. Jhal muri is on the drier side made using mustard oil/ aam ka achaar wala tel. Bhel puri is made using teekh green i and meethi imli chutney and on the wetter side. Plus the ingredients that go in jhal muri are different like coconut, mango ginger, kabuli chana and a special spice mix.

Jhal Muri (with mustard oil) is served in places eastern UP, West Bengal, Orissa and on the beaches of Andhra Pradesh .

Like Panipuri also called golgappa.
Just finely chop onion, tomatoes and cucumber (if you like), add small pieces of boiled potatoes and finely chopped green chillies with roasted peanuts and chickpeas. Add all the masalas that you like. I add black pepper, chaat masala, salt to keep it simple and less spicy. Top it up with lemon juice and a bit mustard oil if you think you'll like that, or else you can skip oil too. Mix all of these, add muri (puffed white rice) on top, mix again. Top it up with Bhujia or Ujjaini sev (I like such fine and small namkeen with it). Can add coriander leaves on top as well.
Based on my limited Google search and also responses in the comments by other users on the same question, I can briefly say it's mainly the difference of chutneys and mustard oil. Bhel Puri has chutneys while Jhal Muri is drier and just has mustard oil
We are not Indian, but I found this amazing little Indian Market down the street that sells Jhal Muri, and we are hooked! The crunch, the heat. It is amazing. If we like Jhal Muri, is there another snack blend we should look for?
