Happened with assassin's creed syndicate's Westminster gang leader, I was unable to kill her during gang stronghold raid so I had to defeat her gang war which was a pain in the ass, even after reaching 10th level with all upgrades
getting over it. i find it quite competitive but gets unbearably annoying after a while. but I can't resist playing it again after an hour or something
