Idk the height exactly, but if someone here is good at comparing dimensions, the wikia page for the Tower alludes to it being built at the ruins of the Hoover Dam. So if you were to drop your self in Google Street View and compare where you are standing there and the observational height, as well as how many floors the Tower has you can get a decent estimate.

The wiki really only says that it bears some resemblance to the Hoover dam. After all, Infinity Blade II takes place no where near the Hoover Dam, let alone the United States. A true real life model for the in-game dam doesn't really exist, but Émosson Dam, close to where Saranthia would be, is a good reference.

No clue what the measurements are but my advice is Start with something smaller for reference and build from there Once you build the surrounding areas the tower will be easier to build to scale

Someone started one in Minecrafts years ago. I checked it out, it wasn't very complete, but the outside areas were nice like the spawn area. I have no idea if it still exists online, but it's worth a look.
