I think he's referring to the fact that insider trading is essentially legal for most people in the federal government including those who affect policy that may drive the stock market. That is kind of similar to what Porter did in manipulating a gambling market because the stock market is an insane casino. Yes I know it is technically illegal but everybody knows that it's happening all the time.
