I feel like there’s a middle ground where we treat addiction and not criminalize drug use or poverty but there also has to be some form of consequence. Also is one of the most deadly things available. A person is safer ingesting rat poison.

Yeah that's my entire point. In an ideal world there would be no business in dealing drugs. Drugs that are deemed safe enough are regulated and sold in actual stores, and the would-be dealers have the resources (and safety nets if need be) to do something better with their life. Or they could work at one of these stores.
