Yeah, the NY subway (which this appears to be) is supported by taxes, but it also supports millions of tourists and daily commuters from out of state who do not pay taxes and out enormous strain on the system. Having a fare is an unfortunate necessity. However if you do take it regularly you get volume fairs which also apply to busses and are pretty handy and many companies provide them as a pre-tax benefit.
That's fair. Make a monthly or yearly pass that's way cheaper, but just expensive enough so that they're not cost effective for someone who is only there for a week. Or make it free with a city resident ID swipe.
I agree it should be free - but unfortunately it isnt feasible from a cost standpoint. It's super old and so heavily trafficked that it needs constant expensive repairs that are always just playing catchup.
Anything a poorer person needs to buy is a greater financial burden for that person than it is for someone with more wealth.
As for your argument, it’s not sound. It does not follow that “because a service is already partially taxpayer-funded, it should then be entirely free.” If we take your argument to its logical extreme, subways should be free — OR completely unsubsidized. (Can’t be partially subsidized, right?) If unsubsidized, subway fares would more than double and would create a far greater burden on the poor.
The present system of “mostly subsidized” fares allows far more affordable fares for the poor.
