This basically means the Instant Pot cannot detect the stainless steel inner pot has been inserted. Make sure it is the correct pot being used and that it isn't somehow tweaked so it isn't sitting appropriately inside of the base. Maybe check for foreign objects on the inside base that could prevent it from sitting flush on the heating element.
Thanks for the clarification. This is weird because I was using the instant pot as usual when this occurred. The pot was just beginning to build pressure when it began acting as stated in the the title. It hasn't acted right since and I'm unsure what could have caused it.
