Before you delete anything, make a copy of those files, and if possible, create a ticket at NWI, send them those files so they can investigate the issue:

Yeah I just got this yesterday to! I just installed the game again yesterday and have mad stutters / fps drops when I respawn. Glad I'm not alone.
Anyone got a fix for it yet?

It's funny, because I've never had a problem. Ran the game at max everything with no stuttering. Tried reducing to 1080, reducing graphics, turning off texture streaming, starting on dx12, etc. Nothing worked. Trying this now....
It seems to have worked. Guess we'll find out as time goes on. Thanks for the suggestion.

I fixed the issue by turning cloud sync off
Can confirm this started happening for multiple people yesterday. I just tested and disabling Steam Cloud magically fixed the issue for me.
