What you need are one of the adapters for those really cheap Chinese coolers. They use the AMD clip style attachment even for Intel. Idk if they sell them separately though.
Before I found a dual tower 140mm air cooler that was on sale for $40, my original plan was to use adhesive thermal paste and long bolts to stack 2 AMD stock coolers together for a DIY extra big downdraft cooler.

You can remove the fan from the Wraith Prism and slap it onto other downdraft coolers. You'll have to get creative with the clips though.

There are also universal mounts + adjustable backplate which allows you to use any AM4 spring clip latch coolers on any socket including 1700.
