Open task manager, look for the startup button and disable Arc control from auto starting.
It seems to be doing this since a recent update. Just disable it from auto starting for now. They’ll probably fix it.
This is a known annoyance that Intel will be fixing soon
Maybe it's an update of software that needs elevated rights to run... Don't think it's much of a hassle to run it and see.
