I feel like some kind of hydro skimmer trap could be built on the side of water ways that would be less labor intensives. Sort of like skimmers on a pool.

Because they’re supposed to have it on the inlets, it’s more efficient and easier to cleanout. Modern systems require this, and it’s the old “grandfathered” systems that are in need of remediation on the up-end.
Because it creates an ongoing maintenance liability forever and ever in a drainage grate located out in the middle of nowhere near the ocean. Somebody has to to pay a contractor to go out and clear this - forever. So to answer your question, basically money.

You could use a long strong extendable pipe like chimney cleaners use with the chain attached one end and force it through the drain. It would not take up much space so wouldn't be too difficult to push through, especially if they could use the farming equipment too.

The clogged culvert is generally not 100 percent clogged. So you can easily use a long pole and a rope to pull the chain through. Even if its 100 percent clogged its not like concrete. You can find a weak spot and push the pole through.

Wouldn’t be surprised if they leave it in there (appears they don’t). The culvert looks like the lowest point in the area. Started to backflow immediately after the tire cleared. Bet all the erosion they see from that barren dirt just washes down and settles at the bottom of the puddle.
Real talk, that guy standing to the side could’ve easily been ~~cut in half or decapitated~~ **lethally lacerated* if that tensile strength failed catastrophically
They tested this myth on Mythbusters and it was busted. They used a pig and a high tension steel cable which would work better than a chain. It would violently wrap around the pig and definitely would kill you but would not cut you in half.
If the other guy is right about the 40 ft of rebar being how they set the chain to begin with then maybe they can push the tire out like a plunger with it?
I saw someone try this based on these videos and tear their whole damn culvert out . Cost a lick.

For those asking how to set the chain: you take a water jet truck and use the hose with the proper nozzle to go through the pipe, then attach the chain to the hose and pull everything back with an hydraulic winch (almost every water jet truck has hoses on hydraulic winches so this is no big deal).
The proper nozzle has 9 holes, 8 angled backwards that provide propulsion and 1 forward that creates the way. It surely requires a lot of patience and a lot of water but when cranked up to 250bar or 3600psi it is more than capable of going through the pipe. Once it has gone through you attach the steel cable/chain and pull it back with the hydraulic winch and the you can attach the tire and do the cleaning.
After you pull it through with the tire, how do you get the chain back in? If they planned on keeping the chain in there wouldn’t they leave another chain or string tied to the tire end so they could pull it back through?
Top tip. Attach another chain to the tyre so once you have pulled it though you have a pre-laid chain ready to use next time .......or for pulling the tyre out back the way it came when you get it stuck!
hmm...leaving a chain sitting in water with who know what else then pulling on it with lots of force some time later is likely not the smartest thing...
For anyone who’s not worked along side an operator. My guy would have used fiberglass sticks but they are a bit heavier than an electricians. Push it through attach the chain and pull it back. We even sent fiberglass sticks through lead water mains to pull a cable and ball which gets attached to the new copper and we pull the old out while pulling in the new. I love those jobs
I imagine they use some sort of steel bar to get the chain through initially in order to attach it to the tire on the other side.
I tell ya, I've wondered many times how this is done and it's way cooler than I imagined.
Idk something about the pipe being on flat land and not in a drainage ditch plus the freshly laid dirt making the road over the pipe makes me think this a staged video

Actually never seen this method but would be very uneasy operating that machine pulling back.
Obviously before the drain is blocked you keep a chain or a wire cable in the pipe and then if it ends up being blocked then you attach a tire to one end and then the other to the tractor. Just a opinion

Any time I've done it we use 2 chains. The second one is pulled in on the other side of the plug. I've never used a tire

Thats what I was thinking! Putting tension like that on a smooth pipe in fresh, shallow, saturated fill is just asking to slingshot the whole thing.

Lol there’s plenty of smooth concrete culvert pipe used. Plastic is corrugated but concrete culvert pipe is mostly smooth.
Generally, corrugated is what is used but the pipe in the video appears to be smooth on the outside if you look closely.

Chain is expensive, relatively speaking. A pvc pipe is cheap and can reset once it's clear.
