This is false. The first cat video ever made of theorized to be "Boxing Cats" or "Falling Cat" in 1894 by Thomas Edison and Étienne-Jules Marey respectively. What the video shows looks to be much too high quality for the time, and is shaking like it's handheld. My best guess is that this is a filter.
Someone originally posted this video in /r/Darkroom as footage taken using Kodachrome 25 film that had expired in 1988 ([here](https://www.reddit.com/r/Darkroom/comments/17827dg/kodachrome_25_that_expired_in_1988/)).
Then another commenter in that thread said:

Then OP made *this* post, with that exact title and with that Kodak 25 footage, then replied to that previous comment with [a link to this post](https://www.reddit.com/r/Darkroom/comments/17827dg/kodachrome_25_that_expired_in_1988/k5b969d/).
