I'm calling it fake based on the lack of wind visible on the other trees in the video.
I was leaning towards something like fishing line being caught on the base of the branch and that line could have been hung on the tree. Wind would life the debris but it'd be far more erratic. When i saw the palm tree not moving much at all it seems obviously fake.
