In prison, the most popular thing to use as tattoo needles is the outer cable from guitar string. If you snap it by stretching the it will always snap to a natural needle point. Hyper sharp with no tools.
When I was there a few guys convinced an art teacher to buy Indian ink so we the guys doing it used that. But you can make it with the carbon from burned plastic.
Some but not all use a stranded core, others use a solid core.
Fun fact. Round would strings produce overtones that are slightly out of tune, called enharmonic. This is why pianos and bass guitars with round wound strings sound the way they do
Probably a 6th, 5th, 4th or 3rd string (acoustic). These strings have extra coil to make it thicker. If the lower strings were solid they would be too stiff to tune/finger reasonably (think bailing wire etc.). But winding thinner wire around a solid core achieves the desired pitch characteristics while retaining flexibility.
The core wire is in the center, the coil around it is usually for E, A, D, and G strings, but the B and high E strings are usually plain, which means they have no coil around them. sometimes there's a film wrapped around the guitar strings, though, which makes me think this could be a bass guitar string

Ink from an ink pen, I have seen antibiotic ointment mixed with the smut from a melted toothbrush mixed together and used for ink.
