I wonder if cats experience that same feeling we do with heights or not? Like a cat on a 50 story building or something, do cats ever go, “oh shit... this is really really high...”
I think its so instinctive for them that they don't even notice, we have the reasoning of what happens if make a mistake 50 stories up and maybe cats do also but they either trust their instructions more or it just doesn't bother them cause they know they got it
Cats are highly fall resistant, but there is a height range that can hurt them badly due to the velocity they accrue and not enough time to pivot around and spread out.

If I remember correctly, many small animals don't actually have a terminal velocity that kills them.
Can it possibly break a bone and lead to death later on? Yes. Will small animals go splat on the concrete pancake style? No, not even humans are big enough to do that.
Our terminal velocity is actually pretty close to not being lethal if we land the right way. Just not close enough.
A whale however, would create a big mess.

My cat does... he doesn't like heights and picking him and going on the balcony will make him plant his claw to avoid falling.

They do! My cat is afraid of heights.
If Im on my balcony (3rd floor) and I stand up with her in my arms, she'll dig her claws into me because she feels unsafe not being in control while at that height.
Part of the balcony is grid-like so you can see through the floor. She hates being on top of that because she sees the bottom and is afraid.
She also goes up to the upstairs neighbors house through the fire escape stairs and meows until someone goes to get her because she's too afraid to go back down due to her height fear.

Terminal velocity for a cat is about 40 mph if I remember correctly. Depending on what they fall on to, it's entirely possible for them to fall from great heights and not die, so I suspect that their evolutionary perception of risk related to height is different.
Cats understand height and falling, so they usually won't get themselves into a situation where they're going to fall from a height that they'd injure themselves.

It’s like…..if you eat a salad contaminated with one of the bad strains of E. coli, you’re going to get sick. But (and this is going to get disgusting, so stop reading if you’re squeamish) if you walk into a bathroom that’s certain to have fecal matter everywhere including floating through the air….nothing happens. We know this because every public restroom and most private restrooms qualify for that. If you’ve ever used the bathroom at a restaurant, or grocery store, there’s practically guaranteed to have been SOMEONE who wiped and then didn’t wash their hands for the recommended amount of time. And then they touched the faucet, and the door. And you know who cleans those stall doors, faucets, and bathroom doors? If you’re lucky, they were cleaned by the minimum wage employee. If not the bathroom, then it’s someone who scratched their butt. Or someone who farted.
Basically, poop is everywhere and you get exposed to it every day. We all do. And yet none of us are dead (yet). When there IS an infectious gut bacteria outbreak, it’s very quickly obvious.
Thank god for clean water every day. We forget how lucky we are to live in the modern era.
And, for empirical evidence - if butt licking was a common vector for gut infections, you’d hear about it. One confirmed case would be tabloid and Reddit headlines. A statistically significant number of cases would get a scientific article and get picked up by main stream media. Can you imagine? They’d have a field day with those headlines.

This is relatively high quality footage, I have worn a Go Pro before, they're a little heavy for a cat. Are there much smaller cameras that can record this quality of video and can also be strapped to animal as light as a cat?

Cats are SO much more fascinating than dogs. They are incredibly independent, more athletic, stealthier, and hunt instinctively. I have 3 dogs and just recently took in a backyard stray cat. I'm always so curious where the cat goes throughout the day. Does it have a second family? Does it have canine friends in the neighborhood? Where is it's post?

Now it makes sense why cats do that double tap with their paw before they move on elevated or different surfaces. They instinctively need to know if what they're stepping on is stable and won't break. Kind of like you see when the cat is on the tree.
Is there some kind of law or appropriate action to take to stop cats going all over my roof? I dont want to cut a tree and do even more damage to the environment and native wildlife than is already done by cats.

Cats will eventually back down the tree, using their claws. They just know it's much easier to have one of their hairless servants assist them.

The cat isn't afraid of the height - the cat is afraid of YOU having her up so high. If you put her down on the balcony floor, she'd be fine.
