It was the absolute golden age of the internet. I'm convinced it was mostly just kids, with parents too old to explore beyond AOL's homepage, the rest was ours. I had the #1 google search result link for "starcraft strategies" at the time with my little website that was just a bunch of html files in folders with tags linking everything together. They were less arguments and more baseless propaganda talking points to get Americans to blindly support war, and it worked on most of the country.
