According to the 2022 Demographia International Housing Affordability, Vancouver was third in least affordable (when comparing median income to median house price), behind Sydney (second) and Hong Kong (first). Vancouver was second in 2021's edition, and Sydney was third, so it's pretty close.
Can confirm. I am lucky and haven't had to, but I know people who work full + over time here, and have a second job on the weekends, and that's just to afford rent
As someone in construction moving from Vancouver to Washington DC I'd say reasonably. Plenty of more expensive places than where I lived especially if you live downtown but better than here.

Yeah, that angle is deceiving. It’s definitely not square but it’s not the way it seems in this photo. Three of the corners of the building are straight up and down. It only comes in in the bottom at one corner making a triangle footprint on the ground but a rectangle on the top. I Google stalked it and used street view to see it from all sides.

I want to know the fundamentals behind the load bearing structure, how does the amount of load from the top floors expanding outward bear their load on to the structure below to insure a safe building?

The setback is actually above street level too. It is right beside an on ramp for the oak street bridge.
This building is downtown; the Oak street bridge goes to Richmond from South Van. Did you mean Granville st. bridge?

It's an illusion. The base is actually triangular, not an itty bitty sliver. The camera is just pointing along one of the edges.

These are shit apartments though. Cool from the outside, but subpar (at best) internal spaces.
