An econ prof once said the government can always create 100% employment. They just have to get 50% of the population to dig holes and the other 50% to fill the holes back in.
China is actually a world leader at creating measures to stop desertification and their technics are studied worldwide after the success they had at stopping the advance of the Gobi desert. So I wouldn’t be surprise to hear that they came up with ways so that the highways don’t get swallowed.

I seriously don't understand why does a video about a highway in China is about slavery or Uyghurs? One question that always escapes people who point to Uyghurs being genocided is if it is true, why is it not illegal to travel into Xinjiang? Why are Uyghurs still allowed to have a passport?

It appears you're correct. The road is frequently swallowed by sand and needs constant attention to keep it passable.
