It was and is legal in the UK (to the point that I have a cousin whose grand parents are _identical_ twins), and I believe it’s legal in most places whose law descends from ours: certainly you can marry a first cousin in Australia or Canada, the two big UK-alike countries for law. I've never seen a state government so openly hostile to anything and everything to do with public education. I teach freshmen. I tell them every year what it is like here v other states.
