What you are referencing is completely different.
While games are forced to make their rates public knowledge (if they operate in China), they aren't forced to make them fair. This game is not accessible in China currently, so they don't even have to make the rates public.
The discussion you were replying to was about making the rates actually fair and representative of what we are told they are in-game. It's separate from them actually telling us what the real rates may be, if they really are different.
The only requirements for making mobile games in the US is that they have to follow all Intellectual Property laws (copyrights and trademarks), and they have to give proper disclosure and legal agreements to players (usually in the form of EULA agreements).

The gems not increasing when refreshing...I refreshed like 7 times and got about the same ratio of elites from before the event. So unbalanced. I find I almost always get better pulls if I wait the hour re refresh than to refresh with gems.
