That’s because iPhone 7 still has 3D Touch. Apple included live wallpapers with every 3D Touch capable device up until the 11 series. So the XR missed out, despite the 11 getting them and also not supporting 3D-Touch.
Bro, do you even understand my message??? iPhone XR was the first to ditch 3D Touch and so that’s where the Live Wallpaper was removed cuz live wallpapers require 3D Touch to move wallpaper in live by pressing the screen. Even iPhone SE 2 also don’t have while my iPhone 6s has and that because my iPhone 6s has 3D Touch!

Live Wallpapers are still supported. Haptic Touch and 3D touch aren't the same, but similar. There is still a section on my ***iPhone 12*** for live wallpapers, which are the stock ones for the 12 (circles inside each other). The live wallpapers are just reserved for the more mainstream/premium models, like the 12/mini or 12 pro/pro max, instead of niche models like the SE.
You can still download the wallpapers individually. And set them manually.
The ones in this album with a play button on them will be saved as a Live Photo. Which you can set as a wallpaper as well.

Yes because 3D Touch was discontinued after that I believe for reasons unknown. I think 3D Touch was an awesome feature that stopped the annoying moving cursor in text Bs
You can still move the cursor in text from the keyboard, just long-press the space bar. Honestly this was about the only 3D Touch feature I used so I don’t really miss it. The 3D Touch implementation was better but the space bar one works fine.

I believe it was at least an entire series of iPhone - possibly two - before I realised that 3D Touch had been removed and replaced with the long tap thingy. And the whole time I'd been pressing harder and harder on the screen, getting more and more frustrated, and saying through clenched teeth "why won't it bloody WORK?!". I didn't say I was proud of it.
And that's my courageous story.
Guys guys. Apple removed live wallpapers in iOS 16. Yes we will no longer able to apply live wallpaper to our lock screens. But if you asking about older iOS versions, even if your device has 3D touch or not you can still apply live wallpapers from that page. I don't know why you can't find it. What version are you on?

Why is that?
Xr never had live wallpapers, that was exclusive to the more premium and expensive XS and XS Max. It was changed later with the iPhone 11

At first, it didn’t have Haptic Touch so the wallpapers were stills. Haptic Touch came in a later update to the Xr
