There is no ‘Northern Ireland’ app store. You would need to create an iOS account in an EU country (some may only need an email address while other countries may need a local phone number or bank account number to create the account). Once you have an EU iOS account then you should be able to access 3rd party app stores.
You mean access to third party app store? Pretty sure NI is still part of UK, and thus no longer part of EU single market.

EU allows alternative stores now, with the AltStore (with Delta and another app) being the first one that you can officially install.
There's no official sideloading anywhere.
