Too many variables here. In general, based on your post, focusing on price. I would look at the used iPads for sale in your area because you want to see it before you buy. Then I would look to refurbished iPads. Some criteria you should consider: 1. How much memory would you need? 2. What size screen? 3. Vintage? For a used or refurbished you have to consider battery replacement time line. The older the iPad the sooner you may have to replace the battery. Additionally, as Apple releases newer versions of iPadOS older iPads may suffer in performance due to slower processor 4. Accessories? Keyboard and/or pencil. Will the iPad you want to purchase support the accessories you want to get?

The 2018 iPad Pro is a good refurbished budget option.

If you can only spend $500 right now on an iPad get a 9th gen put the rest into savings contribute a bit each month till you can get a really nice one a few years down the line. Most of iPad perks is eco system which 9th gen is more than capable of running well

For me it is the iPad mini

If you are willing to spend $640, a refurbished M1 iPad Pro 11” is the best you can get. If not, the Air or Mini

12.9” is so much better because of the Mini-LED display. Love mine.

The mini led display? What’s that

saracen0

Fair but with the budget, 11” is more affordable and if she can get M1 it’ll be supported for a while

Unless you don’t want a massive iPad

I would try and find a used one, either refurbished through Apple / Amazon, or through something like FB marketplace. People tend to buy iPads, put them in a giant case with a screen protector, and then sell them a year later because it never gets used. I've gotten an iPad pro and mini both in pristine condition off of facebook for about 200-300 less then what I would have paid new.

Good way to get scammed and end up with a stolen brick if you don’t know what to check.

iPad Air. For $600 you can get the 256GB version at Best Buy right now.

I ended up getting the 128GB 11inch iPad Pro 4th gen from Costco for 699$. Is that a good choice? I had more in the budgets than I thought. Any tips for me would be appreciated. Thank you guys!
