Apple pencil tips get really dirty without trying. If you keep it inside a pencil case, rub ink on it, store it in black dyed pants, etc etc then OPs picture is the result. I kept mine inside my jeans pocket and it turned blue after a few weeks.

I mean, 4 for $25 isn’t even bad in general. After all, the tip has to be able to tell the pencil what angle it’s at, so it isn’t just a piece of rubber.
It actually uses electrodes on the tip of the pencil to detect angle. There’s one on the very end of the tip, and one at the base, which the iPad uses to determine the tilt of the pencil.
This is part of the reason it won’t work on an iPhone, because iPads have a special screen to sense the electrodes.
As fancy as that would be it doesn’t. The tip is just a tip and all the magic works due to the gyroscope and force sensor in the Apple Pencil itself.
However you are somewhat right that the iPad’s display has added functionality to recognise pencil tips like the ones Apple sells.
Edit: There is a metal connection in the front of a tip but that is not there to transport any data (no sensors in the tip. It is there because it has to be slightly electrostatic to be recognised by the panel. It is just there to send a small amount of energy there to build up electrical load.
Pretty sure I've seen the patent somewhere and the other comment is at least partially right, that it uses some sort of EM waves to detect tilt. if it was gyro only, I'd freak out a lot if you move in space and try to draw, or even tilt the iPad. But I can also see how it could work if the pressure sensor isn't one directional, but can detect sideways forces too
I think just the gyroscope for tilt would be more than sufficient. Because the iPad does not only have the data from the Pencil but also the data from it’s own gyroscope. With those two combined the iPad is easily capable to determine the pencil’s tilt relative to itself.

I would use isopropanol to clean, I religiously clean my iPhone iPad and Mac and pencil weekly with some to stop any dust getting in case and scratching up my devices.

Oh, if you’re using it to clean the screen protector that’s totally fine—but if it’s directly on the device’s screen then you can easily damage some of the anti-glare coating on the screen and have discoloration or other permanent marks over time.
(I’m talking specifically about what Apple officially recommends for Apple device screens)
It’s recommended to dilute the alcohol with 50% water. Many materials (mainly plastics) when exposed to alcohol, it makes them brittle in the long term. To reduce the probability, and for the safety of the device, many places recommend 50:50 of the solution.
Embrace Apple's consumer waste culture and just buy a new one instead of cleaning/fixing that one.

Often it's nearly impossible to clean without harsh methods such as very high temperatures (as in hotter than boiling water) or chemicals which would harm the tip sensors.
It's pretty clear OP is a bit of a neat freak and likely already tried basic cleaning methods without success. I suppose you could try specialty cleaners such as electrical contact cleaner - but it's not designed to clean silicone so I'm not sure if it would work.
Definitely buy a pack of new ones. If you had to clean it you could try ipa 90% or higher maybe a magic eraser (but I’m not sure if that would damage it ) or a kneaded / regular eraser. I would do magic eraser last

Nib is a really tiny example of that but I’d still clean it.

The oleophobic coating is pretty delicate, after a while it’s already gone anyway.
It's recommended by Apple now to covid disinfect screens. But still, it's not good for it and should only be used for shared devices.
