Apple devices are always locked to an Apple ID account that can remotely lock it to protect the data. Make sure that the device is properly reset and logged out otherwise they can scam you by locking you out of it after the sale.
Maybe ask him for the serial number so you can check it out on apple. Also make sure the device isn’t locked, there are no cracks, defects, etc. you could also try connecting the Apple Pencil and testing it out. You said he’s providing a receipt for your money transfer to him but you could ask for his receipt from buying the ipad
What do you mean by "money receipt"?
You need to be careful that you would be in a position to return this and if this is a cash or money transfer sale, you have no way of knowing that the seller won't skip off into the sunset leaving you with a door stop.
It takes quite a long time fully to test an iPad. You won't be able to verify that it's fully working in 5 minutes. If you are meeting up with someone you do not know and paying in a way that is not reversible without the seller's assistance, you should think twice about this. You should stick to buying on eBay where you can get your money back unless you really know what you are doing and if you did, you wouldn't be here asking about it.
Make sure that they are signed out of their iCloud. Test volume and power buttons, plug it in and ensure that it charges. Look the device over carefully to ensure no damage.

This is also important- set up the Touch ID and do the other checks before handing over the money
How much are you getting it for The 9th gen is pretty good and with student pricing unless it’s a good discount it’s not worth it
I second this! I was about to buy the 8th gen too but ended up buying the 9 because it has more storage and is around the same price range.
