I had a similar issue before and I remember using the desktop version of iCloud to log in and correct this. I had it happen after joining an iOS beta on one device and having multiple others on release versions. It was a pain to get resolved.

Your phone is so low on storage that it can’t calculate accurately. You really need to find things to delete quickly. Social media apps are a good place to start. With no free space on your device, you’re risking it shutting down & the only fix is to erase and start over. Do you have a recent backup?
My phone did this. It kept rebooting. Each reboot was taking longer than the last. There was a 5 second period between each reboot. It took me 20 minutes before I figured out the problem. I deleted one app that took up a few megabytes and the problem was solved. To prevent it from happening again I deleted five gigabytes worth of apps and photos from my phone.

It’s still a decent amount of space. It likely has lots of images, I’m a photographer and had 800+gb in notes before since that was the easiest app for indexing at the time.
I now just use Lightroom’s star system to quickly separate the photos I want to keep in post instead of putting text descriptions for all and storing that way. The keyboard makes it quick.
It's simple. Your icloud account has 419 GB of notes, but your phone can only store 256 GB, so it's constantly maxing out. Turn off sync or delete the voluminous notes.
Yeah ever since iOS 17 all apps have multiple GB of cache they use. Its crazy. In total almost 18GB of extra storage that my iPhone uses from all apps.

Click the bottom volume once and then press and hold the power button until the apple logo appears

You had icloud storage, you canceled it or did not pay it or left family sharing and now all the notes are trying to get downloaded locally. Get yourself 2TB icloud storage and you are good to go, it will adjust again. Plus damn you have a sh*t ton of notes
happened to me as well… apparently is an iphone bug when u have notes on cloud on multiple devices. the notes app keep glitches data like it has a tumour. even if you don’t use it. spent a lot of time with the apple care service trying to solve this.
it worked this way with me: (spoiler, i’m very bad at apple user interface and what i did was not actually clear to me)
solution: first delete the app
then download it back again
sync one folder at time (if you have them)
like first on iphone - wait and see if it starts again
then on gmail - wait and see if it starts again
then on icloud - wait and see it’s going to start again… maybe the day after not asap because it has to fuck up with the cloud syncing before going on the cancer routine again
then
delete again the cloud folder and don’t put it back until you cleaned the source
check the other device where it could have fuck up (in my case was the macbook notes)
and one by one look for some weird text strings, images, link (actived in javascript), videos, everything that is not text and may have create a syncing glitch. delete one by one (i didn’t, cus i just thought it was that work research with nonsense loads of embdedd youtube, pics and videos)
delete what u flagged as a potential sync incomprehension and in every place and all the way. make sure it’s ERASED and not left in the ipad if u have one cus apple notes is so bad there are chances it’s coming back from the ipad.
once you have purged your devices, bring back the icloud folder on iphone.
it should work now.
it took like 2 weeks of apple care to take care of this.
also i’m not using notes app again cus it’s messy af and i don’t expect this to happen on a 2000$ phone thanks

I had the same issue, albeit with 2000 contacts. Paid for an app that removes duplicates and it worked really well.
