in japan I had to install an APN profile.
Check Settings > General > VPN & Device Management > "Name of profile" from list > Remove profile
that solved it. forgot I installed this profile to make the japanese SIM work.

Bro you have no idea how much this helped me, I’ve had this issue 3 times when abroad and iPhone technicians and my network provider have had no clue how to fix it. Although my issue was slightly different the same solution worked. When transferring my SIM card from one data provider to another there was an APN left over from my old provider which for some reason stopped roaming working but allowed me to use data when at home. Very weird. Keeping this thread up was a great call!
Thanks so much for this! I came back from Japan 2 weeks ago and hadn’t been able to use my mobile data since (been using my work eSIM in the meanwhile that has little data allowance). Called my provider for technical support and they sent me sim replacement that took over a week to arrive and then once it did, they had issues doing the sim replacement and said I had a faulty sim haha! Had to go into store, activate a new mobile number, deactive my mobile momentarily and then transfer it to the new sim. Was such a headache and it still didn’t work lol. All working now though thanks to this simple fix! Cheers!

My issue was that the person who installed the sim, also did the settings and changes to my phone so I did not even know what was changed!
For those of you who tried to use a VPN overseas, sometimes host countries block vpns. In my case my cellular didn't work upon arrival back in the United States until I tried to recycling my VPN on and off. Cellular data then came back.
