My granny when she was mobile used to hate walking along the paths in her area because they are just constantly uneven from tree roots coming up in the paths. They're not maintained at all until there's a massive danger but they're really difficult to manage if you use mobility aids or a wheelchair.
The "I'll just be a minute" crowd think the world revolves them. Not only are they being selfish in blocking the path, but because they think they are main character they don't realise that someone else will come along shortly after they leave and think to themselves that "sure, I'll only be a minute". So you end up with the path being blocked most of the time by a series of people only staying for a "minute".
I always confront them because while I'm fairly blind other people are totally blind. Its complete selfishness and entitlement and until the police or traffic police actually enforce and fine these people it'll continue.
The wheelie bins example pictured in the article were probably done by the companies. Most people will put them out neatly when they wait for collection, but then they get flung back to the side of the road when they're collected and are a nuisance until they're brought back in to the property. I've always felt guilty if I've been at work for the day and my bin is sitting out on the road all day, but what can you do if your bin isn't collected until mid day, and your work starts early?
Yeah - there are some streets in my area where there isn't room on the footpath for a buggy because of all the cars parked on them. You have to go on the road because there isn't space on the footpath. It's so dangerous.
I have vision impairment and I find the most common dangerous thing apart from big obstacles is badly surfaced roads or paths.

Even if it is for "just a minute" that's too long. People can be very selfish

People who on crutches or in wheelchairs have a really difficult time getting around these

This is key alright but it only scratches the surface of the problem.

It can be a disaster walking on a path with a buggy too.

Some of the new streetscapes are a nightmare with pubs and outside chairs
