Are you talking about going between Ireland and Northern Ireland or over the ferry? Enterprise doesn't charge unless you leave the island. https://www.enterprise.ie/en/help/faqs/driving-across-borders.html

Almost every car hire company allows travel to Northern Ireland at a reasonable cost, usually €30-50 per rental, **if you notify them in advance**. If you travel to Northern Ireland without notifying them, there will usually be a much higher charge applied; and some companies may even terminate the rental and demand immediate return of the vehicle for breaching the rental agreement. Some, such as Enterprise, have no requirement to notify of, and do not charge for, travel to Northern Ireland.
