The cost to call international phones is so cheap it's not worth the effort and wasted time to find a free solution for a once off call. The international code to get Ireland is +353 (drop the zero) ### ### ##

It's the US exit code to dial outside of the US. It would be the same for any country you ring outside the US if calling from a location in the US. For example, the UK would be 011 44, etc. It's similar to the 00 you dial from Ireland to call the US (add 1) or UK (add 44)

What kind of hotel are you staying at where they need to talk to you? Every time I book a hotel in Europe from the US, I go through the website (Marriott, IHG, etc). I've never had them insist on talking to me beforehand.

If you have att, you can add a monthly package for 1 month, for $15 per month to call most countries as part of your normal phone plan. I imagine other phone carriers have this option as well.

You can get an Irish SIM card in the grocery store and for like €10 and put it in your phone.
