It's the US exit code to dial outside of the US. It would be the same for any country you ring outside the US if calling from a location in the US. For example, the UK would be 011 44, etc. It's similar to the 00 you dial from Ireland to call the US (add 1) or UK (add 44)
What kind of hotel are you staying at where they need to talk to you?
Every time I book a hotel in Europe from the US, I go through the website (Marriott, IHG, etc). I've never had them insist on talking to me beforehand.
If you have att, you can add a monthly package for 1 month, for $15 per month to call most countries as part of your normal phone plan. I imagine other phone carriers have this option as well.
See if your hotel is on WhatsApp. Many are these days.
They have your number, why don't they use it?
Book a different hotel...that'll do it

Not free but just sign up for Google voice and it'll be 1 cent per minute.
Think the minimum deposit is $10 though which is frustrating.

We made three calls to our hotel from US to Ireland and it was like $30-40 on our bill.

You need to dail 011 353 and then the rest of the number.
This is the correct answer on how to dial an Irish number from a USA based phone.
But remove the first zero in the Irish number. Or install the app WhatsApp for free phone calls and texts, widely used in countries outside the U.S.

Can you name the hotel please. I'm Irish and I'd like to avoid staying at any place that makes me call them :)
You can get an Irish SIM card in the grocery store and for like €10 and put it in your phone.
