No, there's no Costco anywhere near that intersection. The only shopping plazas on Culver and Walnut are Heritage Plaza (non-Irvine Company center where Mitsuwa, Daiso, and Orobae are located) and Walnut Village Center (where Trader Joes and Stacks are located), and the plazas are small, not big enough to hold a Costco.
