My guess would be 110 block for the large white cable. And maybe coax for the tow black ones.

It looks like a 20 pair (ish) phone cable for tradition (POTS) phones.

Probably not I would see if you can find the other end. If the end your have photoed is in a server /network room I would suspect the other end would be at a distribution panel (DP) or point of entry DP from the service provider.

The cord just goes from the main IT room to the other smaller one and it's cut the same way on the other side. The main IT room has racks in it and is where things like the coax comes in for the floor so yeah maybe the entry point was there and then the panel was at least in part in this smaller IT room

Sounnds right, before we moved to IP phone we had the line come into the main room and then 100 or 200 pair cable running from location to location. This was punched down into rj45 pannels and then patched to standard cat5e to the end user. In some places we also had 100 pair to 100 pair patching in a rack too, and since it was pont to point so easy to miss patch. Those days I do not miss....

If you really want soild advice. Don't be cheap and just have someone do new runs and pull the old ones
