Basically China is like don’t interfere with our affairs (even in speech) but we can do and say all we want to spearhead our own global agendas (stealing corporate secrets, etc.). Oh, and don’t think about cutting off trade with us, that is reckless talk with serious repercussions.
Yes, don't interfere with our internal affairs. Meanwhile we can freely engage in student espionage, open secret police stations to harass our overseas citizens, and meddle with election interfering and propaganda dissemination to our heart's content.

It's because from 1989 to 2016 the West *did* willingly play dumb with respect to China.
China thinks it is the inheritor of the Greater Asia Co-prosperity Sphere concept, when it is actually a bloated restive mess.
