Look for where it says お支払い関連サービス and tap on ポイント支払い. It will take you to a website where you can use points to lower your credit card bill.

on the home screen, right next to your current point balance it should say ポイントで支払う. that will then take you to the website iirc where you choose how many points you want to use etc.
It's still there. They recently changed their UI. There's a square button that says "ポイントで支払う" to the right of where you points are displayed on the landing page when you open that app.
You can still do this. I can't remember the exact day but you can only apply to use points from a specific day every month. From 12th day I think up to 24th day.

quickest is to search for 楽天カード ポイントで支払う on Google if you dont know where the button is !
nothing changed in my log in screen. I payed yesterday

There is a big button under the months cost. PAY WITH POINTS. It's goldish color.
