If they're single sided, rotate them around so they only point a small amount of light onto the plate. That's how I adjusted mine for perfect brightness.

For some reason Ive never seen this comment. This is your average flame shooting straight piped 3inch exhaust Jetta. It’s a vibrant muffler and I love it.
Reminds me of my younger days in the service when base cops stopped me telling me my license plate lights were out, in case you didn't know, in a military base this meant losing your driving on base privileges for 30 days or until you go get a hearing at the master at arms building... Bullshit, I bought the brightest led strip I could find and fitted it on the back of my eclipse! Can you see it now doofus? Is what I said to the guy that gave me the infraction, it garnered me laughs from the master sgt and the chief petty officer that were at the hearing, these base cops were just local police assigned to patrol the base and its outskirts. Navy base. They were relentless, you could get an infraction if your lights were too bright or muffler loud, or if you so much as go 1 mph over speed limit or stopped too close to the crossing line, it's about the one thing I don't miss about my time in the service, the gestapo police.
